I sistemi di performance-based funding sono da tempo utilizzati nei sistemi universitari di diversi paesi a fianco dei più tradizionali sistemi di formula funding. Nel nostro Paese un esempio in tal senso deriva dalla normativa sulla programmazione triennale. La ricerca descritta nell’articolo si pone due obiettivi principali. Da un lato presenta un’analisi della performance degli atenei statali italiani nel periodo 2004-2010, come desumibile dall’andamento degli indicatori inseriti nel database della programmazione triennale, con la finalità di verificare se l’introduzione della normativa abbia o meno generato un trend di miglioramento nelle performance degli atenei. Dall’altro analizza in chiave critica gli indicatori proposti, alla luce di limiti ed “effetti collaterali” che in letteratura sono stati attribuiti ai sistemi di performance-based funding. I risultati delle due analisi offrono infine spunto per ulteriori approfondimenti della ricerca.

Performance-based funding is used in university systems all over the world, alongside traditional formula funding systems. In Italy this happened with the introduction of a new three-year planning regulation. The research described in the article has two main objectives. On the one hand, it presents an analysis of Italian universities’ performance in the years 2004-2010, based on the indicators used in the planning law, with the aim of verifying if the new law produced an improvement in the universities’ performance. On the other hand, it critically analyzes the proposed indicators, in light of the limitations and “side-effects” that the literature attributes to performance-based funding systems. The results of the two analyses offer ideas for further research.
